Construction of "Prokop" goes according to the plan, in spite of the court's decision

The construction of a railway station "Belgrade - Center" in Prokop is going according to the plan, say in the "Serbian Railways" for the daily newspaper "Novosti". This company will obey the decisions of the authorities. So far, there has not been any announcement of closing the construction site because of the Nis Administrative court's decision that the Public Procurement Law was abused when the tender was allocated to "Energoprojekt" company for the future biggest railway station in Belgrade.

To be more precise, "Serbian Railways" are not even mentioned in the verdict of this court. The decision of the Republic Commission for Protection of Rights in the process of public procurement is considered disputable, because the selection of the contractor on July 4, 2014 is proclaimed legal. The Administrative court in Nis reached a verdict on June 12, on claim of Toplica Center for Democracy and Human rights in Prokuplje against the decision of the Commission, that refers to the tender in Prokop. The court accepted the claim, anulled the decision of the Commission and returned the case to be assessed again. Therefore, a new decision of the Commission for Protection of Rights in the public procurement is expected.

Tender was completed more than a year ago and the construction has been performed since December 2014. The Goverment is determined to complete this process by January 26, 2016, which is actually a deadline. Construction works are estimated to be worth EUR 25.8 million and financed by a loan of The Kuwait Fund for Arab Economic Development. The tender is allocated to a consortium, led by "Energoprojekt". Tender was disputable for Toplica Center because of a proxy of Chech company AZD Praha, Predrag Neskovic, who was previously a director of Electro-technical Section in the "Serbian railways".
