The Anti-corruption Council submitted before the Constitutional Court an initiative for the estimation of constitutional aspect of the Law on converting the right to use into the right of ownership over construction land with a few. According to the Council, the law provides open privilege to owners who bought firms in privatization and thus spoils constitutional provision of discrimination ban.

Specifically, two paragraphs of the Law on conversion are under discussion for the Anti-corruption Council. Paragraph 6 of the law implies that the right of construction land usage is converted into the right of ownership without fee if it is property bought in the process of public auction at market terms.

This legal provision, the Council thinks, places owners of privatized companies in a more favorable position compared to other citizens or firms in Serbia and thus violates constitutional principle of discrimination ban.
