Slovenian Business Club shares its experience in public administration reform - State as service for citizens and economy

(Gregor Virant) The Slovenian Business Club (SPK) held a working meeting at Belgrade's hotel 88 rooms on Monday, 25 January 2016, which was attended by the guests of this association: Zeljko Ozegovic, the state secretary in the Ministry of Government Administration and Local Self-Government of the Republic of Serbia, and Gregor Virant, the former minister of public administration of the Republic of Slovenia and the director of the Strategic Project Implementation Unit formed by the Office of the Serbian prime minister. The meeting was also attended by the newly appointed ambassador of the Republic of Slovenia to Serbia, Vladimir Gasparic, as well as Belgrade's Archbishop Monsignor Stanislav Hocevar.
The main topic of that meeting was public administration in the service of citizens and the economy, and Gregor Virant shared Slovenia's experience in public administration reform with SPK members, especially in the reduction and elimination of administrative procedures that burdened both citizens and the economy sector.

He stressed that that type of reform brought about concrete, visible results and saved Slovenia both time and money. It does not require large investments as it is enough to only optimize certain procedures that have been done the same way for decades. This also calls for the change of mentality in public administration.
- Another important project was One-Stop-Shop for start-up businesses, which allows entrepreneurs to open a company free of charge in 15 to 20 minutes without completing any forms. Slovenia is one of very few countries that do not charge tax on the opening of company. The logic behind that is very simple - we did not want to burden the company that is just about to start operations from the very start. Once the business develops and the company starts making profit from its operations, we will get part of that money back through taxes - Virant concluded.
