Procedure against EPS Distribucija Beograd due to suspicion of abuse of dominant position

The Commission for Protection of Competition of Serbia has announced that it has initiated a procedure against EPS Distribucija Beograd under suspicion of abuse of the dominant position.
The initiative submitted to the Commission this April says that EPS Distribucija discriminates against commercial electrical energy suppliers by favoring the enterprise EPS Snabdevanje in signing contracts on access to the electrical energy distribution system.
The Commission was informed that EPS Distribucija signs standard contracts on access to the electrical energy distribution system which oblige all commercial suppliers to make specific-purpose guarantee deposits as payment security for those services.
The initiative says that EPS Snabdevanje is the only entity free of such obligations, even when it performs the service of commercial supplying. It points to the fact that this favors EPS Snabdevanje, and that EPS Distribucija, as the sole operator of Serbia's distribution system, is abusing its dominant position.
As well, the initiative points to the fact that EPS Distribucija submits the data from electricity meters to commercial suppliers with a 15-day delay, which causes problems in their activity.
The Commission for Protection of Competition has estimated, based on the information and the documents submitted by EPS Distribucija and the Energy Agency, that the allegations made in the initiative are founded and that a procedure needs to be carried out in order to determine whether EPS Distribucija violates competition rules in the electrical energy supply market.
