(AG Real Estate) Golf complex "Oasis" in Bečmen, Surčin near Belgrade - the complex where 25,000 people will live!

In Bečmen, the Municipality of Surčin, on the western access roads to Belgrade, near the river Sava, on around 300ha of land the construction of the first real golf course and cricket field and accompanying facilities is planned to be carried out in the next ten years. Early in April, ‘’El golf’’ consortium has, by signing the contract with the municipal authorities of Surčin, acquired the possibility to realize and round off a quality multi-purpose complex on the outskirts of Belgrade for the price of 26 million euros. The envisaged facilities will provide high level of comfort and quality of living to each of its future 25,000 residents.

With the lease of this land and the construction of the complex, the municipal authorities aim to employ 1,000 people, and by charging land development and usage fees to gather funds for the construction of infrastructure which would attract new investors.

It’s been a long time since a complex near Belgrade arose so much interest for the process of bidding for the lease of the land and its planning and development. And this was the case this winter with a 300ha land located near Belgrade for which 7 bidders competed and the successful one acquired the unique opportunity to realize on that land a project of golf and crickets courses with accompanying facilities. Considering the geographical position of the location, the closeness of several important communications, the railway and the Belgrade airport, the winning solution entitled ’’Oasis’’ was based precisely on that connectedness, making this project attractive not only to Belgrade and Serbia, but also to the neighbouring countries as well.

’’El golf“, a consortium from USA, Austria and Israel was pronounced the winner of the tender on 26 February 2008, by which they have committed themselves as investors to construct on the land sports and recreational grounds, primarily three golf courses (one of which with 18 holes), a cricket filed, bowling alley, as well as a bocce court, clubhouse, service facilities, trade-business center, outdoor kindergarten, hotel complex with several first-class rooms, a residential and apartment complex, commercial center and an artificial lake. This complex is expected to be one of the largest of its kind in the Balkans.

Facilities and philosophy

The fact that this location is close enough to Belgrade with the quick access to it, while at the same time being far enough to provide peace and quiet from the everyday city bustle, enables it to meet all the requirements necessary for the organization of a modern, urban, sports-commercial-residential complex.


The central part of this complex takes up the key positioned Golf Championship Course, a world-class 18-hole course (par 72), incorporating an artificial lake.

In the next four years intended for the realization of the first phase of this undertaking, the construction of infrastructure, helipad and roads will be carried out, and in altogether six years a large 18-hole golf course, clubhouse, infirmary and an outdoor kindergarten, as well as other sports grounds will be built. All these works are planned to be completed in no more than 11 years, and the entire investment is estimated to be worth between 700 and 800 million euros.


Functions and details

The multi-purpose complex ’’Oasis’’ will have at its disposal five different housing typologies, thus offering to the interested buyers maximal variety of choice of their future homes. The most exclusive residential zones will be filled with single-family villas in the form of two-storey houses with basements and swimming pools, which will be situated exclusively along the lakeside and the golf course, on the lots covering between 500 and 700m2. The north part of the complex is allocated for the two-storey houses – two-family villas of the average size of around 160m2 standing on the lots of about 300m2.

Multi-family housing at low residential density, with four apartments in the joint cluster, comprise the ’’patio’’ apartments. They are characterized by semi-urban atmosphere and are situated on the western side of the lake, creating a gradual transition to the apartment blocks. Park apartments will be located around the edges of the linear park, with public amenities in it and an educational complex on the northern side of the boulevard. Multi-family housing, with 80m2 apartments, at higher density along the circular boulevard, create some sort of a buffer zone from the surrounding lines of communication, while enabling, at the same time, the natural growth of the future central residential complex.

The commercial-business center will be situated on the main north-west entrance to the complex along the Obrenovac road. The shopping center of about 30,000 m2 is positioned at the crossing of the circular and the golf boulevard and, as such, represents a recognizable landmark in the visual and programme sense! The sports facilities zone is placed in the carefully secluded area along the north edge of the complex. It consists of eight tennis, football and basketball grounds, as well as the indoor sports facilities such as the swimming pool, bowling alley, squash court, gym etc.

The buildings of the hotel, bungalows, spa center, country club and the accompanying facilities are prominently placed between the golf courses and the wood, and have direct access to the ring road. This kind of characteristic position enables the maximization of quality of the offered services and facilities. Also the closeness of the airport influenced the decision to also incorporate in there a conference center of regional character and significance!

Something new

This new residential area with such a great number of residents planned, offers a special quality in terms of highly developed and programme-supported zone which, with its lush vegetation and wide range of cafes and restaurants, superbly combines the pleasures of the natural environment and the urbane atmosphere. This kind of approach is reflected in the linear pedestrian-commercial zone and semi-circular park area.

The pedestrian zone starts from a square in front of a cultural centre, and ends at a piazza by the very lakeside and represents another means of achieving balance between the residential and the recreational-tourist ambient and serves as the confirmation of the affirmative approach to maintaining and improving of the existing natural surroundings. A very special kind of quality and experience is gained by spending time and walking along carefully outlined, romantically meandering, elongated shore of the lake which, through occasional stops and accesses to the water, provides walking dynamics and maximizes the possibility of enjoyment in the views as much of the urbane life as of the peaceful stays in nature.

Numerous possibilities and shaping forces of the existing location, combined with the modern approach to a complex issue of housing and design of urbane fragments have resulted in creation of a sustainable, ecological, lively and successful community, in a word – an Oasis.
