Montenegro looking for concessionaire for Kotor-Cetinje cable car – Application by October 16

(The cable car route will cross the Lovcen National Park) The Ministry of Sustainable Development and Tourism of Montenegro has extended the deadline for application within the public invitation for qualification for the awarding of the concession for the construction and management of the new cable car from Kotor to Cetinje until October 16.

The public invitation opened on August 1, and the initial deadline was September 5.

The project will be realized through the DBFOT model – design, build, finance, operate and transfer.

The ministry reminds that the feasibility study has been prepared and that the conceptual design has been revised for all phases except for mechanical installations, the stations of the cable car and the construction of the columns, for which preliminary designs have been prepared.

The cable car system will spread from the municipality of Kotor to Cetinje, crossing the Lovcen National park.

The entire route will be divided into three sections with four stations – Dub, Kuk, Ivanova Korita and Cetinje. The total length will amount to around 15 kilometers.

The concession for the project will be awarded through an international contest in a two-round procedure, in line with the Montenegrin Law on Concessions.

In order to qualify for the second phase of the tender procedure, applicants or consortiums must meet certain requirements, among which is that the average profit, assets and income in the past three fiscal years need to be above zero, EUR 5 million and EUR 40 million respectively.


Applicants need to have experience or to have signed a pre-contract on taking part in the realization of the project with a party which has experience in the construction and equipping of at least one cable car operating system of at least two kilometers in length, built in the past five years.

Furthermore, applicants also need to have experience in processes of concession and public-private partnership, as either financiers or concessionaires, whereas the costs of the construction of infrastructural facilities which are the object of the concession must amount to at least EUR 15 million in the past five years.
