The draft was prepared six months ago, the ministry claims, but the procedure was postponed precisely because the decree is supposed to combine the interests of public and private companies.
As the ministry says, they gathered positive opinions from 10 institutions in December and expect those who didn't submit their opinions within the deadline – the Ministry of Internal Affairs, the Ministry of Mining and Energy, the Ministry of Environmental Protection and the Secretariat for Legislation of the Republic of Serbia – to do so shortly, so that the decree would be sent to the Government as soon as possible.
The decree regulates a total of 12 municipal activities, encompassing around 2,000 companies in the public and the private sector, with over 70,000 employees. The decree aims to regulate the field of municipal services, secure competitiveness of companies in the public and the private sector and provide citizens with more affordable prices and better services.
It honors all the recommendations of the EU Delegation to Serbia and the Commission for Protection of Competition, and representatives of several dozen business associations from all fields of municipal services, from the public and the private sector, took part in its preparation.
