Gondola to Be Built from New Belgrade to Kosutnjak, New Bridge, Tunnels, Water Sports Center in Block 44 and Other Features Planned – What Amendments to GRP for Belgrade Envisage

According to the amendments to the General Regulation Plan of the building area of the seat of the local self-government unit – City of Belgrade, the construction of the gondola and the accompanying features is planned in phases, namely: first phase: New Belgrade-Ada Ciganlija-Makis, second phase: Makis-Banovo Brdo-Kosutnjak.
– The height of the columns should be set by the technical-technological requirements of the gondola and by the condition that it must enable unobstructed land and river traffic, that is, that it ensures that the lower structure of the gondola is at least 4.5 meters away from the highest point of the public traffic area, 6 meters from the level of the corridor of primary infrastructure lines and 12 meters from the river at the highest water level – the document says.
The route of the gondola, as pointed out, should be planned with as few angles as possible, and potential angles should be planned at interstations. Care should also be taken of the existing and planned facilities, as well as having the route pass, wherever possible, above public land.
As said, the stations of the gondola will be located in close proximity to the terminals and stands of the public transport system, and in areas close to the built traffic infrastructure (sidewalks, parking lots, bicycle lanes).
In line with the spatial possibilities and property-legal relations, the possibility of the phase-based building of additional capacities for parking and the construction of bicycle and pedestrian lanes, as well as the connecting with the existing or planned ones, should be envisaged in close proximity to the stations.
The construction of the gondola from New Belgrade to Kosutnjak keeps getting announced since 2003.
Bridges and tunnels
In the Sava Amphitheater, the plan says, two bridges need to be planned and their locations and levels should be defined.
One of the bridges (a tunnel connection is possible as well) would have the function of integrating the spaces on the right and left coasts of the Sava, easily available to pedestrian and public traffic, whereas the other would be of the main-road rank and connect the primary street network of the left coast of the Sava with the primary network on the right coast of the Sava.
In addition to this, it is also important to mention the planned connection of the Sava and the Danube slopes, which would be realized by a tunnel for road traffic.
– The tunnel is planned as an extension of the Old Sava Bridge and goes below the Terazije terrace toward Despota Stefana Blvd. The precise position of the tunnel is defined by the Detailed Regulation Plan of the tunnel connection of the Sava and the Danube slopes of the city municipalities of Stari Grad, Savski Venac and Palilula. By functional rank, said tunnel section has the rank of a main road. This traffic route has the task of, among other things, unloading the central city area from the traffic flows along the New Belgrade-Sava Amphitheater-Ada Huja direction – the plan says.
Highway not to be the city boulevard after all?
The existing regulation of the city highway through Belgrade is fully retained, the plan says.
Access to contact zones from this traffic route is possible from the auxiliary or service traffic routes, which can be separated along the existing traffic-flow lane, in the regime of one-way flows, and with in-out connections with the main traffic flows, or at a certain distance, in the regime of two-way flows, from which connections to the highway are realized through the existing or planned de-leveled intersections – hubs.
The regulation of this traffic route does not feature bicycle or pedestrian flows.

Integration of water traffic into the public transport system
The very fact that it lies on two rivers makes Belgrade suitable for organizing passenger transport by water, and according to the amendments to the GRP, some of the terminals for the boats that would operate within the system of public transport of passengers can be organized in the zone of the following locations: Gale Muskatirovic Sports Center, Sava Amphitheater in the Branko’s Bridge zone, Port of Belgrade, Belgrade Fair, Ada Ciganlija, Ada Huja, Hotel Jugoslavija, Zemun, Brodogradiliste, Belgrade Waterfront, Block 45, Block 70, Pancevo Bridge zone, Mihajlo Pupin Bridge, Visnjica, from the Vojvodina side on the coast of the Danube.
– In addition to said locations, in the case it is deemed necessary (in cooperation with the Public Transport Secretariat), it is possible to organize the terminals for the functioning of boats in the system of public transport of passengers in other location on the coasts of the Sava and the Danube as well – it is said.
No public garages in the two planned locations
With these amendments, the General Regulation Plan of the network of the public garages is revoked in the part related to the garages JG 200 – Malajnicka and JG 116 – Stari Merkator, by removing those two locations from the plan.
Water Sports Center in Block 44
The plan envisages the construction of the Water Sports Center on around 6.85 hectares in Block 44 in New Belgrade.
As pointed out, all the interventions need to be realized in line with the rules for sports and recreation complexes. The maximum occupancy index on the parcel is 40%, and all the interventions need to be carried out within the construction lines defined at a distance of a minimum of 5 meters from the regulation lines of access routes and the parcel borders.
The minimum percentage of free and green areas is 60%, and the minimum percentage of green areas in direct contact with the ground is 30%.
Institute and science-research center in Zemun Polje
An institute and science-research center is planned in the territory of Zemun Polje along the Batajnicki Put traffic route. Three spatial-functional wholes are planned: the Directorate for National Reference Laboratories, the complex of the Ministry of Agriculture, Forestry and Water Management and a mixed-purpose cluster.
– Within this purpose, features that can be represented are education, applied science, science-technology research, agricultural development and production, technology and other related sciences – institutes, research centers, science-production units, innovation centers, science-technology parks, applied science units, economy and business units – the plan says.
Changes in Makis
The Detailed Regulation Plan of Makisko Polje, GO Cukarica, in the area of Makisko Polje, removes the melioration canals. Collectors and a dry detention basin are planned for the collection of surface and rainwater, with a connection to the border canal, which transports them, through a connection canal, to the Sabacka pumping station.
As the planned construction entails an increase in the outflows in said area, a new pumping station, Sabacka Nova, is planned next to the existing one.
The public review of the Draft Amendments to the General Regulation Plan of the building area of the seat of the local self-government unit – City of Belgrade (units I – XIX) (phase I – stage 2), with the Report on the strategic assessment of the environmental impact of said plan, is available until January 21, 2022.
