Reconstruction and Procurement of New Equipment for Dual Education Training Centers Planned

The confirmation of the loan agreement with the Council of Europe Development Bank will enable the reconstruction and equipping of two centers for dual education training, stated the minister of education, science and technological development of Serbia, Branko Ruzic.

Explaining the Draft Law on Confirming the Framework Loan Agreement LD 2106 (2021) Between the Council of Europe Development Bank and the Republic of Serbia for the Project Loan – Center for Training for Dual Education at the National Assembly of Serbia, he explained that it was a loan of EUR 20 million.

The first deputy prime minister of Serbia pointed to the fact that one center was located in Belgrade, and the other in Vrsac, for the purposes of aviation education in Serbia by the dual education model.

This investment will enable us to create additional conditions for the education of aviation staff in Serbia and the region and help secure careers for future pilots, flight control staff and other related professions, he noted.

Ruzic pointed out that this could be seen as a pilot project for the development of dual education at an academic level, with is a priority for the Ministry of Education, in line with the Law on Dual Education.

The aim of the founding of this center, he said, is to strengthen the position of Serbia in aviation education and training, but also wider, in the sector industry and services and not just in the European market either, but in the whole world.

According to him, the project is also expected to strengthen Belgrade as a regional hub for aviation services in general.


When it comes to Vrsac, the plan is to reconstruct and equip students’ accommodation, a teaching and recreation room and two buildings with classrooms for formal education, and then also civil aviation facilities, as well as to procure new equipment, he specified.

Ruzic pointed out that, at the training center in Belgrade, the reconstruction of the building which will feature a flight simulator and the procurement of the full Airbus A320 flight simulator were planned.

– We will modernize both centers through the digitization of the process of education and training and the procurement of the vehicles necessary for the traveling between the two centers – said Ruzic, as announced on the website of the Government of Serbia.
