Autodrome Near Airport, Velodrome in Cukarica and Hippodrome in Ovca – General Urban Plan on Belgrade Until 2041 Available for Public Review from Monday

The plan was commissioned by the Belgrade Land Development Public Agency and prepared by the Urban Planning Institute of Beglrade.
The main goals of the plan are the continuation of the realization of important strategic projects of the city in the fields of culture, sports, tourism, traffic and infrastructure, with the aim of boosting the competitiveness of the economy and inciting the economic development of the city.
Traffic
In addition to the well-known plans of the Belgrade Subway, trams and the city railway system, as well as the previously planned main road routes (Inner Main Road Semi-Ring – UMP, Outer Main Road Tangent – SMT, road tunnels beneath the city center, from Topcider to the Autokomanda zone and beneath Ada Ciganlija), the plan emphasizes the increase of the existing stationary transport capacities and the construction of new ones, the freeing of areas taken up by irregularly parked vehicles, the connecting of stationary traffic with other forms of traffic (“park and drive”). Furthermore, the plan includes the development of the Integrated Logistics Platform Belgrade (ILP-BG), based on a centralized-decentralized concept of a network of logistics centers, and an integration with the Hub and Spoke concept (a concept of a primary center with secondary hubs) of the European network of logistics centers.
The activation of the military airport “Batajnica” for flights of low-cost companies is also planned, as is the development of cargo air transport, the establishment of a system of river-based public transport…
The connecting of water cargo transport into a network on the level of regional ports (Belgrade, Smederevo, Pancevo, Novi Sad) is also mentioned. In the new graphic representation attached with the plan, the new Belgrade port is located in Krnjaca.
The development of pedestrian traffic will entail pedestrian (cycling) communications on the position New Belgrade – Ada Ciganlija, the expansion of the existing network of bicycle lanes (a total of around 300 km planned), the planning of spots for bikes for rent and the integration of bicycle lanes with the EUROVELO 6 bicycle route.
City gates
The plan also mentions the possibility of having Information Centers with displays, an internet connection and directions to other features offered by Belgrade installed on the most important entrance-exit routes of Belgrade (city gates), as well as chargers for electric cars and mobile phones, facilities for payment transactions and trade centers.
Energy
When it comes to energy, the document says that the construction of the TPP Kolubara B, with a power of 400 MW and the planned commissioning in 2024 is “not very likely”, due to the membership of Serbia in the Energy Community and the need to harmonize with the climate policy of the EU. The plan also mentions the construction of the heating pipeline TENT A – TO New Belgrade and the construction of TE TO Vinca, TO Ada Huja and TO Makisko Polje.
As said, by 2025, the completion of a primary distribution gas pipeline network, which would connect all the main measuring-regulation stations on the level of the maximum operating pressure of 16 bars, is also planned, whereas the subsequent development of a secondary distribution network should secure the placement of gas for a wide consumption in households as well. It is added that Belgrade has the potentials for the production of energy from solar sources, but that the problem lies in the availability of land for the installation of solar power plants.
– The available land owned by the PUE Beogradske elektrane provides the possibility for the installation of solar panels whose participation in the total annual produced heating energy would be only 1-2% – say the plan.
As said, the possibility of using solar energy at the heating plant Cerak, through the installation of a solar thermal system on 10,000 m2, with a power of 2.8 MW and an expected annual production of heat of 5,885 MWh, is being considered, which could meet around 29% of the heating needs in this heating area in the period between May and September.
When it comes to wind energy, it is noted that the possibilities for the construction of wind generators of small and medium powers (from 10 to 300 kW) should be analyzed, whereas Padinska Skela is marked as one of the locations where wind farms of higher powers (50 MW) could be built.
Agriculture
On the southern, hilly terrain of Belgrade, in the area of Sremcica and Avala, a planned establishment of orchards, vineyards, flower growing areas and areas for the farming of other perennial plants is incited.
In the north part, above the settlements of Borca and Ovca, on a plain, in areas of particularly intensive crop farming, it is necessary to increase the degree of the diversification of agricultural production, the setting and implementation of modern irrigation systems, as well as the consolidation of properties, says the plan. In the area of Veliko Selo, Slanci and the part of Batajnica along the Danube, the plan incites vegetable farming.
On the other hand, a part of the existing large agricultural area, south of the highway and the Nikola Tesla Airport, is to be repurposed into features compatible with the future National Stadium with the construction of public facilities, primarily the new health center, science-technology parks, faculties, student campuses and potential residential complexes meant for health and education workers and young married couples.
North of the Nikola Tesla Aiport, the plan supports the development of business complexes, innovative hubs and the rounding out of the residential complexes already formed along that area (Altina and Zemun Polje).
Considering that the planning solutions reduce the agricultural areas, production at plastic greenhouses is one of the more important forms of the substitution of agricultural land.
Culture
The plan also mentions the continuation of the realization of the previously planned strategic projects in the field of culture – the setting of a representative location for the construction of a facility of the highest national importance – the “Belgrade Opera and Ballet” building, the development of the Staro Sajmiste Memorial Complex, the Belgrade Fortress and the moving of the Zoo, the realization of the facility of the Belgrade Philharmonic… Among other things, as the cultural goods that need to be (re)activated, the plan cites the Kosancicev Venac underground tunnels and the Zemun Fortress, the construction of the Nikola Tesla Museum in the location of the former thermal power plant “Snaga i svetlost”, the construction of the archaeology park Belo Brdo in Vinca…
Sports
The document cites some already know sports projects, but also new ones, such as the National Football Stadium in Surcinsko Polje, a sports multifunctional hall in Batajnicki Put Street, golf courts in Pinosava and Borca, the Water Sports Center in Block 44 and the Volleyball Center in Bezanijska Kosa. According to the plan, there’s also the potential for the construction of golf courts in Surcin, and that Belgrade municipality also has the potentials for the development of an Olympic village, as well as the Galovica recreation center.
Healthcare
In the healthcare sector, the plan is to further develop and upgrade the health institution in Zemun, and the forming of new specialized health centers for the area of the municipality of Rakovica (in the part of the location planned for sports) and in the territory of the municipality of Palilula, as well as in the peripheral zone in the territory of the municipality of Surcin, is also proposed.
The priority projects, on the other hand, are the completion of the construction of new capacities of the University Clinical Center of Serbia, the forming of a campus for biomedical research and biotechnology companies in the location of the University Clinical Center of Serbia and the Faculty of Medicine at the University of Belgrade, the construction of the University Children’s Clinic Tirsova 2, as well as the moving of the Gynecology-Obstetrics Clinic Narodni Front to the planned location in Bezanijska Kosa.
