State to Increase Control of Public Procurement Procedures – Ministry Developing Platform for Analysis of Awarded Contracts

The Ministry of Finance has published the tender for the preparation of a platform for the examination and analysis of data from public procurement procedures.

According to the technical specification of the task, to the end of full digitization of public procurement processes, the Public Procurement Portal has covered only one aspect of public procurement processes – its “input”, whereas, after the contract is awarded to the selected bidder, there is a whole range of complex and interlinked activities which need to be followed and controlled, all the way to the end (so-called “output”) of the awarded contract.

In response to these flaws, it is added, the Ministry of Finance has implemented a software for the monitoring of the realization of public procurement procedures through the monitoring of the public procurement process and the monitoring of the realization of the contract, and now a platform for the examination and analysis of data from public procurement procedures is also being developed.

This platform, as said, will feature modules for the monitoring of the signed contracts in line with the relevant parameters for analysis and predictive analytics, the following of the history of the bidder and the bids, a module of public procurement plans and a module for category classification.


As clarified, the new platform will deal with the analysis of contracts, bidders and bids, and in addition to storing the data and the documents, it will also keep and share, per request, the information necessary for the monitoring of the realization of public procurement procedures.

The platform will be integrated with the existing software for the monitoring of public procurement procedures.

The value of the job is close to RSD 421 million.

The tender expires on August 9.
