“Passport Competence” Project – How to Get a Job Without a Degree

Citizens who have not acquired knowledge through the school and university system now have the possibility of rounding out their work experience and life knowledge in order to get a job more easily.

Within the Passport Competence project, carried out jointly by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and MAPS, citizens are provided with consulting, but also an instrument for the defining and valuing of the knowledge, skills and experiences acquired through life.

The Passport Competence project is meant for those who are seeking a job and those who want to position themselves better in the labor market through retraining, the announcement clarifies.

As Ivana Risticevic, the project manager at GIZ, points out, Passport Competence can be an efficient instrument for helping employers in the process of professional selection or systemization of jobs.

The service is free, consultants are available in six cities in Serbia, within the DIMAK center at the offices of the Migration Service Centers of the National Employment Service in Belgrade, Novi Sad, Kragujevac, Krusevac, Novi Pazar and Nis.

What sets apart the Passport from other instruments which also determine competences is the thoroughness of the very process by which they are defined and valued, points out Risticevic:

– The operations are based on filling out the map of the Passport with the support of a certified consultant. The map consists of eight fields: education, additional education, professional life and practice, household and family, hobbies and interest, military service/civilian military service, political and/or social engagement, special life situations.

Consulting is biography-based and done through a series of talks and self-valuation; the advised person has the opportunity to define and value their skills, to overview their professional and private priorities and goals and to design a plan of further action with the support of the consultant.

The result of the process is a valid certificate of competences.

– The most valuable thing in this process is the strengthened self-confidence and the raised awareness of own values and potentials – Risticevic says.

The Passport Competence project is supported within the global program of the German Development Cooperation “Migrations for Development” (PME), which is carried out in Serbia by GIZ.

The promotion of employment is one of the strategic goals of the DIMAK (German Information Center for Migration, Training and Career) and it entails individual advising and informing about the possibilities of professional education, employment and reintegration, as well as the training for the preparation of a CV and job application. The partners of the PME program are the Ministry for Labor, Employment, Veteran and Social Policy, the National Employment Service and the Commissariat for Refugees and Migration of the Republic of Serbia.
