Rakovica to Get New Center – New Residential Complexes on 350,000 m2, Kindergarten, School… to Be Built in Place of Former IMR

The Secretariat for Urban Planning and Construction Affairs of the City of Belgrade has put up for early public inspection the Detailed Regulation Plan of the area between Patrijarha Dimitrija, Miska Kranjca and Borska streets and the settlement of Miljakovac.

The majority of the area of the plan with an approximate surface of 36.3 ha is taken up by the business complex of the firmer factory IMR (Industrija motora Rakovica), which, as a reminder, was bought out of bankruptcy in 2019 by the consortium of the companies Institut za izgradnju grada and Hempro from Belgrade for RSD 1.1 billion.

The plan is to build new residential complexes on 350,000 m2 there, whereby the residential areas will nearly triple, from 180,000 m2 to 530,000 m2.

According to the plan, one of the main tasks is to form a municipal center, which, in addition to the existing offer of public features, will get new, complementary features and recreational and green areas, which would contribute to the forming of the center. The second task pertains to the transformation of neglected spaces and blocks built without much planning.

The plan is to repair residential blocks built without a plan, whereas the existing organized settlements for multi-family residence are to be kept and new construction will not be allowed in them.

The area for commercial activities will be reduced from 150,000 m2 to 0 m2.

An additional 40,000 m2 of public service facilities will be built. The construction of a preschool facility for 270 children and an elementary school for 960 pupils is planned, with sports courts, green areas and a school yard.


The number of residents will jump from 4,374 to 13,300.

Zones of commercial and side commercial features, features in the low floor zone, are planned as well.

The plan is for a small section of the Miljakovac forest, which is part of the Inner Ring of the Green Area System, within the property unit GJ “Kosutnjak”, to be public forest land, where no construction is allowed.

Public green areas, as well as a protective green belt, a park, a green corridor and green areas in open residential blocks with park furniture and recreational and children’s playgrounds, are also planned.

The early public inspection of the Detailed Regulation Plan that was prepared by the Urban Planning Center of Belgrade, lasts until May 30.
