Two Highways, Seven Airports – What Spatial Plan of Montenegro Entails

The new spatial plan until 2040 for Montenegro entails the construction of two highways and seven airports. Maximum traffic connectivity will be secured, with the construction of the ring road around Budva, but not the bridge on Verige.

This was announced at today’s session of the Government, at which the Draft Spatial Plan of Montenegro Until 2040 was adopted. The Government expects the document to be adopted by the end of the year, and the public discussion is now to follow.

The spatial plan is the most important document in the country, right behind the Constitution, said Prime Minister Dritan Abazovic. As he said, the document will be forwarded to the parliamentary procedure.

– The two most important aspects are the development of traffic and energy and, for the first time, the maps for the highways have been defined. The draft plan envisages the construction of two main highways – the Adriatic-Ionian highway and the highway that connects Bar with Boljare and then later with Belgrade and Budapest as well, as well as the one which goes in the west-east direction – Abazovic said.

He also said that the route from Bosnia and Herzegovina toward Albania would fork in two directions, whereby one would go to the border with Serbia, whereas the other would continue across Bar and Ulcinj toward Albania.

– A part of the Bar-Boljare highway will match a part of the Adriatic-Ionian highway, that is the most efficient model – pointed out Abazovic.

The construction of the bridge on Verige is not envisaged, he added, and as he said, the new Kolasin-Andijevica-Pec route will be done, as well as a new road from Pljevlja to Bijelo Polje.

– With the construction of these two highways and the expansion of the existing roads, we will enable every part of the country to be connected as well as possible – he added.


A special traffic route will also solve the issue of the ring road around Budva.

– The key to everything is that we have picked a route which will enable the next governments to seek the financing model.

Abazovic also announced that the spatial plan envisaged seven airports. In addition to Tivat and Podgorica, there are also the bigger airports planned for Niksic and Berane.

– We will have bigger and smaller airports. The construction of an airport between Bar and Ulcinj is planned, and then also in Pljevlja and Zabljak. These are airports which will primarily be in the function of tourism and are meant for smaller planes – pointed out the prime minister.

All this, he believes, will meet Montenegro’s needs until 2040.

He emphasized the need for the modernization of railways, pointing out the importance of the route from Tirana through Montenegro to Capljina.
