The Secretariat for Agriculture and Environmental Protection of the City of Subotica adopted, two days ago, the decision saying that the preparation of the environmental impact assessment study of the project “Mini Pilot Research Center” of the investor ElevenEs doo from Subotica is necessary.

The project entails the expansion, extension and repurposing of the existing facilities nos. 12 and 14 into a production facility, on the cadaster parcel no. 36916 in the cadaster municipality Donji Grad in Subotica, 35 Tolminska Street, within the MZ Aleksandrovo zone.

The aim, as said in the request for deciding on the necessity of the environmental impact assessment study, is to establish a research center for the production of lithium-ion batteries.

– The center is meant to be used for science and research purposes, especially for the development and optimization of batteries, primarily for use in electric vehicles – the document says.

The works on the complex are planned to be carried out in four phases, of which the first and the second encompass the reconstruction, extension and repurposing of the existing facilities into an administrative and production facility – Research Center.

The planned process of the production of batteries in the Research Center consists of the production of electrodes, the assembling of batteries and the forming of batteries.

The production process envisages three types of batteries – Edge256, Edge575 and Edge950, where the number designates the battery’s length in millimeters.

As said on the website of ElevenEs, Edge is the first European LFP battery cell (lithium iron phosphate), without cobalt and nickel.

– It is a safe, sustainable and available solution for batteries, which has an up to three times longer life cycle than any other battery in the market – the company says.

In the pilot facility in Subotica, the plan is to produce a total of 7,875 Edge batteries a year (Edge256 – 3,267 a year, Edge575 – 4,083 a year and Edge950 – 525 a year).

The facility encompasses a gross area of 2,215 m2. The production part is split into the following units: the laboratory, the coating mixture preparation, the pressing, the forming and the testing of batteries.

– These operations require so-called “clean rooms”, which feature special ambient conditions which are secured with the planned systems of ventilation, air-conditioning and air replacement. The waste that is generated during the work of the Research Center will be grouped by category and stored in the locations designated for it until it is handed over to the authorized operators – the request says.


ElevenEs, a part of the multinational company Al Pack Group from Subotica, which has been operating for years in the industry of aluminum packing and processing, announced two years ago the construction of the first big factory of LFP lithium-ion batteries in Europe.

The investment has been estimated at EUR 1 billion, and the plan is to employ up to 2,000 workers.

At the end of 2021, ElevenEs signed an agreement with EIT InnoEnergy for the construction of a giga-factory with an estimated annual production capacity of 16 MWh after 2028, following the finalization of the full investment.

As Nemanja Mikac, founder and CEO of ElevenEs, said for eKapija at the time, pilot production in Subotica should start in 2023, whereas the beginning of commercial production is expected in 2024. In April this year, the company announced that their first industrial facility in Subotica was fully operational.
