Resolution on the Protection of Whistleblowers Adopted at UN at Serbia’s Proposition

At the tenth conference of the contracting states of the United Nations Convention against Corruption, which was held on December 11-15 in Atlanta, the Resolution on the Protection of Whistleblowers was adopted, which was prepared by the government of Serbia.

The Ministry of Justice says in an announcement that the resolution was prepared with the help of consultations with the “Pistaljka” organization and the United Nations Convention against Corruption (UNCAC), as well as with contribution from the United Nations Office on Drugs and Crime (UNODC).

In the proposal of this document, Serbia stated that in the contracting states of the Convention, it is necessary to adopt regulations on the protection of whistleblowers, which will provide adequate protection against retaliation or other unfair treatment to persons who reveal certain information related to illegal behavior.

It was pointed out that the right to whistleblowing is a human right, which protects freedom of speech and is important for strengthening the rule of law and the development of the countries that are parties to the Convention.

The adoption of the Resolution at the conference in Atlanta recognized and confirmed the best practice that Serbia has in the protection of whistleblowers, which through the adopted resolution will encourage the creation of successful whistleblower protection systems in the 190 contracting states of the Convention, the announcement says.


The draft of the Resolution, at the first informal consultations, held in November 2023 in Vienna, was presented by Minister of Justice Maja Popovic, and the negotiations about the Resolution were had by Assistant Minister of Justice Vladimir Vins and the founders of the "Pistaljka" organization, Vladimir Radomirovic and Dragana Matovic.

The delegation of Serbia at the conference in Atlanta was led by Ministry of Justice State Secretary Bojana Scepanovic.

The Resolution on the Protection of Whistleblowers of the Republic of Serbia was joined by Palestine, and the co-sponsors of the Resolution are Norway, Russia, European Union, Saudi Arabia, Thailand, Morocco, Brazil, Mexico, Honduras, Costa Rica, Namibia, Venezuela, Peru, Kuwait, Burkina Faso, Lebanon and Colombia.
