Decision Made: Gas Pipeline from Nis to Horgos to Be Built, Spatial Plan Being Prepared

The Government of Serbia has adopted the decision on the preparation of the Spatial Plan of the Special-Purpose Area of the two-way main gas pipeline Nis-Batajnica-Horgos-Hungarian border, with elements of detailed regulation.

The area covered by the Spatial Plan encompasses parts of the territories of the cities of Belgrade, Nis and Novi Sad and the municipalities of Ada, Aleksinac, Batocina, Becej, Varvarin, Velika Plana, Zabalj, Indjija, Jagodina, Kanjiza, Lapovo, Paracin, Razanj, Senta, Smederevska Palanka, Svilajnac, Stara Pazova, Titel, Cicevac, Cuprija.

The final border of the Spatial Plan will be defined by the Draft Spatial Plan.

The government’s decision says that the preparation of the Spatial Plan is based on planning, study, technical and other documentation, the results of the research done so far and the valid documents in the Republic of Serbia.

The Spatial Plan will feature a detailed development, as well as the rules of development, construction and use of the area.

– The aim of the adoption of the Spatial Plan is to secure the conditions for the construction of a two-way main gas pipeline as an interconnector between Hungary toward Bulgaria and North Macedonia, through the territory of Serbia – points out the document which was signed two days ago by Ana Brnabic.

The position of the corridor of the gas pipeline will be determined in compliance with the principle of the maximum spatial harmonization with the existing and planned zones of protected natural and cultural goods, infrastructure systems and building areas of the existing settlements.

The funds for the preparation of the Spatial Plan are secured by the PE Srbijagas, and the drafting authority is the Ministry of Construction, Transport and Infrastructure.

The deadline for the preparation of the working version of the Draft Spatial Plan is 12 months from the date of this decision coming into effect, on the eighth day from the publication in the Official Gazette.

The Draft Spatial Plan will be put up for public inspection in a summary procedure, in the seats of the local self-government units which are covered by the Spatial Plan.

Let us remind that, at the end of August last year, the director of Srbijagas, Dusan Bajatovic, announced that Serbia was considering the possibility of the construction of a new gas pipeline from Nis to Horgos, and the Ministry of Construction adopted the decision on the preparation of a strategic assessment of the impact of the Spatial Plan of the Special-Purpose Area of the gas pipeline on the environment.


Bajatovic said that the gas pipeline would enable Serbia to considerably increase the capacity and become a big transit country.

– The foundations for it are already set with the gas interconnection between Serbia and Bulgaria, and the gas pipeline from Nis to Horgos will enable for Serbia additional supply routes for gas, from Azerbaijan through TAP and TANAP, and from the Greek liquefied natural gas (LNG) terminals Alexandroupolis and Revithoussa – said the head of Srbijagas.

He said that, due to the degree of development of the Hungarian transport system, the new gas pipeline would enable the establishing of a two-way gas pipeline of a high capacity from Baumgarten in Austria, which is the biggest gas hub in Europe, and on the other side, to Greece and Turkey.

– The capacity of that gas pipeline could be additionally expanded by compressor stations and on transport routes toward the north and the south. Plus, we have the Balkan Stream with the existing contract we have – Bajatovic said last summer.

He also said that it had not yet been decided to enter that project, because it was a big investment.

– However, a plan is being made, so the Ministry of Construction recently adopted the decision to prepare the environmental impact assessment for the construction of the two-way main gas pipeline Nis-Batajnica-Horgos – Bajatovic said and added that an investor needed to be found.
