What is the Problem with the Construction of Tirsova 2? – Even 8 Months from the Opening of the Tender, Contractors for the Job Worth EUR 95 Million Are Not Selected

The tender for the construction of the University Children’s Hospital Tirsova 2 in Belgrade was published on July 12 last year, and interested contractors had a deadline until September 14 to apply, when the bids were officially opened. However, not even six months after the opening of the bids, that is, eight months from the opening of the tender, the decision on the selection of the contractors for the job worth RSD 11.2 billion (around EUR 95 million) has not been announced.

The Public Procurement Portal says that the bids for this tender have been opened and that the sent bids are being examined and rated. The Ministry of Public Investment, which opened the tender, did not want to specify when the completion of the procedure of the expert rating of the bids was expected, or when the agreement with the contractors might be signed.

We are working actively on having the procedure of the expert rating of the bids at the tender for the contractor for the construction of Tirsova 2 completed as soon as possible – they said in their response to eKapija.

Let us remind that, in November last year, the ministry said that the completion of the tendering procedures for the execution of the works on the construction of Tirsova 2 in Belgrade was expected in January.

The tendering documentation, that is, the guideline for the bidders how to prepare the bid, says that the deadline for making the decision on the allocation of the contract is 60 days from the expiration of the deadline for the submission of bids. Still, it is added that the deadline can be extended, because it is a procurement procedure that is financed from an international agreement.

– As the procurement is financed from an international financial agreement, it can be subject to additional procedures regarding control of the execution of the procurement procedure by the competent bodies of the international financial institutions – the documentation says. The deadline for this type of control is not cited.

In March last year, the minister for public investments of Serbia, Marko Blagojevic, and the governor of the Council of Europe Development Bank, Carlo Monticelli, signed an agreement between Serbia and the EU on the allocation of a grant for the construction of the children’s hospital Tirsova 2, and EUR 35 million had been set aside.

The construction of the new clinic building in Tirsova Street has been actively announced since 2017, when the then prime minister Aleksandar Vucic announced the reconstruction of the University Children’s Clinic in Tirsova Street and the construction of another hospital, Tirsova 2.

When the director of Tirsova, Zoran Radojicic, became the mayor of Belgrade, the topic became current again, so the former mayor announced the beginning of the works for the spring of 2020.

The preparatory works also began in the autumn of 2021, and the consortium consisting of four companies, Novkol, Sky Technologies, WD Concord West and Srbijaautoput, won the contract at the tender for the execution of the preparatory works on the development of the construction site for the building of the new university children’s hospital Tirsova 2 in Belgrade. The value of the job was EUR 6.23 million without the VAT. Radojicic stated at the time that he believed that the construction of Tirsova 2 would be completed by 2024, on the 100th anniversary of the founding of the pediatric clinic in Belgrade.


When they are selected, the contractors will be given a deadline of three years to complete the construction. The gross floor area of the new University Children’s Clinic is 61,923.98 m2, and the facility is to have five basement levels and six floors (including the ground floor). The number of hospital beds is 167-230 and 71 beds within the daily hospital, and 528 parking spaces are also planned.

Landslide in construction location?

The minister of health of Serbia, Danica Grujicic, recently said that there was a landslide in the location where Tirsova 2 was to be built. Talking about the construction of the new building of the Institute for Oncology and Radiology of Serbia, which is supposed to be built next to Tirsova 2, she stated that geotechnical explorations needed to be done first.

– We are just waiting for a permit from the municipality of Savski Venac, since that territory, where the construction is supposed to be done, belongs to it. We have to do geotechnical explorations, because there’s a landslide there, as is the case with the location where Tirsova 2 is to be built. I hope that, soon after that, the contest for the definitive design, with all the necessary details, will follow. After that, about a year later, I believe that we can slowly start clearing the terrain and start with the foundation stone – Grujicic said about the construction of the future Institute for Oncology and Radiology of Serbia.
