First permit for emission of greenhouse gases in Serbia issued

The Ministry of Environmental Protection of Serbia has issued the first permit for the emission of greenhouse gases (GHG), whereby, for the first time in Serbia, the obligations of monitoring and reporting on GHG emissions are introduced in Serbia at the level of energy and industrial facilities, in accordance with the Law on Climate Change and the accompanying bylaws.

It has not been announced who the first permit was issued to.

– The process of submitting the request for the permit and the accompanying documentation is fully digitized and is done through the e-GHG platform, which can be accessed through the Ministry’s web page. At the same time, the e-GHG platform enables a simpler communication between the operator and the Ministry, that is, the Environmental Protection Agency, and it features all the relevant instructions, guidelines, bylaws and information for the operators – said state secretary Sandra Dokic.

The deadlines for the submission of requests and the issuing of permits for GHG emissions are regulated by the Law on Climate Change. For new facilities, the operators are obliged to obtain the permit before they start operating. The Ministry of Environmental Protection issues the permit within four months of the reception of a full request, after a positive rating of the Environmental Protection Agency.


For the existing facility operators, the deadline for the filing of requests was July 5, 2024. The permit is issued within nine months of the reception of a full request.

The types of activities and the GHGs for which the facility operator obtains this permit are proscribed by the Decree on the Types of Activities and Greenhouse Gases, which can be viewed in the PDF file below.
