Belgrade “finds” money for procurement of 11,500 air filters for schools and kindergartens – New tender opened following stopped procedure

The City of Belgrade has again opened the tender for the purchase of air filters for preschool institutions, elementary and high schools in the territory of the city, and the estimated value has not been cited. Let us remind that this procedure had already been carried out and then stopped due to – a lack of money.

According to the tendering documentation, the procurement of 11,500 air filters is planned, which “cover” a minimum of 60 m2. The devices need to have PM sensors, WiFi connections and apps and spend a maximum of 50 W.

Let us remind that the City opened the same tender last year, and after the procedure was carried out, the job was entrusted to Zepter International. The value of that agreement was RSD 275.2 million (around EUR 2.3 million), with the VAT.

However, this procurement procedure was stopped in May due to a lack of money.

After the agreement was awarded, the request for the protection of the rights was filed, and the City of Belgrade restarted the expert assessment of the bids. Although it was determined that the Zepter bid fulfilled the terms, the decision to stop the procedure was made.


The explanation of the decision says that, after the procedure of the public opening of the bids, the examination and the expert assessment, the Commission for Public Procurement was of the opinion that the conditions for the awarding of the contract had not been met. It is written that “there are provable reasons, which couldn’t be predicted at the time the procedure was launched, due to which the obligation defined in the contract cannot be taken on, in line with the stipulations regulating the budget system.”

In concrete terms – the procurement was stopped due to a lack of financial funds necessary for the taking on of the financial obligations.

Due to all this, the Commission recommended to the procuring entity, that is, the City of Belgrade, to make the decision to stop the procedure, which the City accepted.
