370 non-tax levies are paid in Serbia by entrepreneurs
The economy of Serbia, in addition to regular taxes, pays another 370 non-tax levies. Of these, at least 179 goes on para fiscal costs. This means that firms on this basis do not receive any right, good nor service, and they are paying for that far more than what is objectively worth - it was said at the presentation of the Study on para fiscal burdens of the economy, which was developed by NALED and USAID.
By imposing such burdens, the State is preventing new players from entering the market, as it was said at the presentation. If a person, for example, wants to acquire some of the project development licenses, they will be required to pay 30.000-250.000 dinars depending on the codes. As stated by the authors of the study, health facilities pay 30.000 per day for the educator of self assessment from the Agency for accreditation of medical institutions.
Therefore, outer educator earns 55.000 dinars per day for creation of plans for improving health care quality, and regular evaluator 50.000 per day.
Nikola Altiparmakov, a member of the Fiscal Council , cited the example of an investor who recently withdrew from Serbia, and moved to a neighboring country of Croatia, although the income tax in Croatia is 20% whereas it is half of that amount in Serbia.
- The price of labor is higher in Croatia, but investors need security and predictability of business climate . It is essential to have a predictable and sustainable tax system. If the state would eliminate para-fiscal levies that amount could be compensated with the annulment of investment loans - said Altiparmakov.
Out of a total of 370 non-tax fees, there are data available in the Treasury, from 2011, for 77, and the total sum paid on that basis then totaled EUR 730 million. The burden on the basis of these 77 fees is 570 EUR per year per one employee in the economy.
