Russian magnate Oleg Deripaska has the biggest chances to buy Steam Power Plant in Pljevlja and local Coal Mine, after he had bought the Aluminum Combine in Podgorica and Bauxite Mine in Nikšić, which would make him the owner of companies that now create over 40% of gross products of Montenegro.

Deripaska's company "En plus group", registered on the British island Jersey, offered 45m EUR for the Steam Power Plant and 5m EUR for 31.1% of State-owned stocks of Bauxite Mine.

The company obliged to invest 195m EUR in the existing capacities of Steam Power Plant and construction of its second energy block and 78.7m EUR in the Coal Mine.

Along with the fulfillment of other conditions, such as investment in introduction of heating system in Pljevlja, environment protection, quantity and prices of mandatory delivery of electricity for Aluminum Combine, "En plus" ranks first on the tender list, whereas Holding Slovenske elektrarne and Syberian company "Belon" are behind the company from Russia on that list.
