City of Belgrade looking for concessionaire for 4 underground garages – Bid submission deadline January 31, 2018

The City of Belgrade has placed a public invitation for the concession for design, financing, construction, management, maintenance and transfer of four underground garages in the territory of Serbia’s capital.

The garages in question are to be located in the Students Square, the Republic Square, the Vlajkoviceva Street and the Fruskogorska Street. The construction of these garages should provide around 1,900 parking spaces more in Belgrade.

The estimated value of the project ranges between 35 and 40 million euros. This is a general estimate, because, as said, the number of parking spaces at the garages for which building permits have not yet been issued (the Republic Square, the Vlajkoviceva Street and the Fruskogorska Street), is yet to be determined in line with the agreement on the concession.

The building permit for the garage at the Students Square was issued in June 2016. This facility will be located below the square, at the south side of the Students Park. The planned total gross area of the garage is roughly 20,000 m2, distributed across three underground levels (six sublevels with garage spaces), whereas the total number of parking spaces at the garage should be 697.

The underground garage at the Republic Square should be located between the Francuska Street, the Makedonska Street and the Brace Jugovic Street. The planned total gross area of the garage is roughly 11,000 m2, distributed across two underground levels. The total number of parking spaces is expected to be around 370.

The garage in the Vlajkoviceva Street will be located underneath the plaza on the right-hand side of the National Assembly building. The planned total gross area of the garage is roughly 10,500 m2 across three underground levels (six sublevels). The expected number of parking spaces is around 340.

The garage in the Fruskogorska Street should be located next to the street, below the Non-Aligned Countries Park. The planned total gross area is around 12,000 m2, across five underground levels (nine sublevels). The expected number of parking spaces is around 430.

The concessionaire, as stated in the invitation, will pay a concession fee to the City, consisting of two parts. The first part entails a one-off payment following the financial closing of the project. The second part is paid annually, as fixed-sum compensation per number of parking spaces in each operational garage. The concession period is 40 years.

The bid submission deadline is January 31, 2018.
