Property registration at public notaries begins

As the Ministry of Justice announced, beginning with July 1, when buying real estate – apartments, parcels or land, citizens are able to register their property at public notaries and have it included in tax records on the spot, without having to visit the competent institutions of the Land Registry and the Tax Administration.

Public notaries, as announced on the official website of the government, have started delivering permits pertaining to property transfer operations electronically to the property cadaster, the Tax Administration and tax authorities of local self-governments – towns and municipalities.

Until now, after scheduling a visit to a public notary’s office for the mandatory authorization of a legal transaction, citizens needed to directly visit the Tax Administration, the town or municipality administration and the competent property cadaster institution.

Public notary offices now oblige to deliver copies of documents – sales and purchase contracts, gift agreements and others – electronically to the competent institutions using the “Property Transfer” app instead of citizens, whereby the public notary office becomes the sole necessary point of access for citizens for all operations pertaining to the authorization of property transfer agreements.

The new app, “Property Transfer”, prepared by the Ministry of Justice, uses the data and the codebooks of the Republic Geodetic Authority and sends the data on property transfer through a web service automatically to the e-counter app.

In addition to simplifying the property transfer services for citizens, the new app enables state institutions to get data on the same date in a machine-readable form, automatize the process and shorten the time needed to process files in the cadaster.

The app fully supports the obligation of electronic delivery for public notaries from July 1, under the Law on the Procedure of Registration at the Real Estate Cadaster.
