JKP Beogradske elektrane (PE Belgrade heating plants) looking for contractors to construct a "green" plant for heating and cooling of the future Surcin EXPO complex on a "turnkey" basis

JKP Beogradske elektrane (PE Belgrade heating plants) has announced a tender for the construction of a tri-generation plant for the supply of heat, cooling and electricity to facilities within the National Football Stadium. The estimated value was not specified.

The new plant will heat the objects in the EXPO 2027 complex, namely: the Expo 2027 fairgrounds (17 MW), the National Stadium (10 MW), a shopping mall of 100,000 m2 (7 MW), accompanying accommodation facilities of 165,000 m2 (10 MW), a children's institute and a school covering 6,500 m2 (0.5 MW), a hotel of 16,000 m2 (1.5 MW) and an Aquatics Center (6 MW).

According to the plan, the Expo 2027 exhibition space (30 MW), the National Stadium (7.9 MW) and the shopping mall (7.5 MW) will be connected to the remote cooling energy supply system.

The tri-generation plant is designed to operate with natural gas as the main fuel, and gas oil as the backup fuel.

- The contractor is obliged to build a complete and fully functional system for the delivery of heating and cooling energy for the consumers of the EXPO center, the National Stadium and accompanying facilities, as well as electricity for distribution to the network. The complete tri-generation plant must be able to operate fully automatically without manual intervention and will be designed to minimize regular maintenance. The system must be delivered in such a way that it can meet the needs of consumers continuously during 24 hours of operation in a period of 365 days - the documentation states.

The deadline for applying for the tender is May 30.

Mid-last year, Belgrade Power Stations announced a tender for the development of design and technical documentation for this plant, and after the tender procedure, this work was awarded to a group of contractors consisting of the Belgrade companies Termoenergo Inzenjering, WBD-WIN Building Design and EKO-VOK 2017. The value of the contract, after the price increase in April, amounts to 100,350,000 dinars, excluding VAT.


City Secretary for Energy Dusan Rakic previously announced that the City of Belgrade will propose a public-private partnership project to private investors for a green plant for heating and cooling the entire future EXPO complex in Surcin.
