Sinisa Mali: Economy Not to Shoulder the Costs of the New Fiscalization Model, Subsidy of EUR 100 for Each New Point of Sale

Serbian Finance Minister Sinisa Mali has stated that the new model of fiscalization, which will be implemented on November 1, will strengthen the fight against the shadow economy and announced that the Government of Serbia will adopt the decree on subsidizing new fiscal devices today.

He announced that application for fiscal devices at the website of the Tax Administration was to begin on October 1 and emphasized that the system had been made in line with the highest security standards, so each device, he explained, will have a security element that will enable direct communication with the Tax Administration in real time.

Mali said that the economy would benefit greatly from the implementation of the new system, because, as he explained, there will no longer be control paper slips or the annual servicing of fiscal devices, and from now on, a fiscal device can take the form of a tablet, a laptop, a mobile phone…

The minister emphasized for TV Pink that the new fiscalization model should make the local economy more competitive and efficient and said that the existing model of fiscalization was implemented in 2003, whereas 4G technology was in use at the moment.

Mali reminded that the new system of fiscalization would be implemented on November 1, and that the economy, he says, has asked for a transition period until April 1, 2022, until which time both systems will function.

As he said, the state will cover all the costs of the implementation of the new model of fiscalization, so this will not cost the economy a single dinar.

– We will provide EUR 100 for each point of sale, for each fiscal device. For those who are not in the VAT system, that amount will be increased by 20%. We will cover all the costs so that we would not create an additional burden to our economy – Mali said.


He expressed the expectation that the implementation of the new system would pay off a year later and that it would contribute to a stronger and more efficient fight against the grey economy and a reduction of costs for the economy.

Mali said that each purchaser would also become the controller of fiscal slips, because, he says, each bill will feature a QR code and it will be possible to check whether the slip is regular or not.

He reminded that electronic invoices had been implemented as well and that, by the end of the year, all public enterprises would have the obligation of using them instead of paper invoices and that everyone in the VAT system would have to use them by the end of the next year.

– This is a huge benefit, primarily for the economy, because we will issue VAT recoveries on the same date, which is the biggest request that the economy is making, and there will be no more waiting – Mali said.
